Bill Bebb, Systems Manager
William “Bill” Bebb is completely dedicated to the ESI Spray™ system technology as the Systems Manager. By way of job experience, Bill worked for the Nebraska Department of Roads for over 20 years and during that time was responsible for all maintenance activities for approximately 1,500 miles of road. This included winter maintenance and snow removal crews on I-80. He was the Area Superintendent for over 10 years with direct supervision responsibilities for 36 individuals and 2 crews of correctional facility workers. He also designed and installed an Odin System for the Nebraska Department of Roads in the summer of 1997 and this system is still fully functional to date. While Bill was with the Department of Roads he became a Federally Licensed Bridge Inspector and trained in the design and installation practices for guardrail and crash attenuation devices. All combined Bill has over 28 years of experience in snow and ice removal strategies, equipment and chemicals and regularly trains crews on the use of equipment, chemicals and decision making processes to keep them updated to the latest practices and equipment available to them.
It was after leaving the Nebraska Department of Roads (from 1999 to 2002) that Bill first became a recognized expert in the configuration and systems capabilities for fixed automated bridge deck spray systems (FAST), and went to work for Odin Systems International. During this time he personally designed a number of such systems as were built in Colorado, Nebraska, and Kansas. He was also responsible for selling, designing and site supervision on all Odin Systems sold in the United States.
In 2002 Bill joined EnviroTech Systems, Inc. Bill was also instrumental in forming the relationship that exists between ESI and Vaisala, the world’s largest atmospheric sensor company. ESI partners with Vaisala in providing both evasive and non-evasive road friction sensors. Bill continues to develop cutting edge technology and system improvements that separate ESI Spray™ from its competitors.

Wayne Lupton, ESI Spray Sales Manager
Wayne Lupton came to work as a member of the ESI Spray™ team in February of 2007. He has been dedicated to setting new industry standards upon which the players will be judged. Wayne serves in a number of capacities, but chiefly as the Sales Manager. Wayne worked for the Colorado Department of Transportation (CDOT) for over 32 years and during that time was responsible for all maintenance activities for the state. Including all maintenance and snow removal crews in the south western part of Colorado. He was a Superintendent for over 5 years, responsible over 125 individuals, including all highway and equipment maintenance crews. Wayne was then promoted to the position of Director of Maintenance and Operations for all of Colorado.
As Director of Maintenance he was responsible for procuring equipment, managing CDOT owned properties, quality control for all snow and ice materials, avalanche mitigation, maintenance levels of service and the CDOT Training Academy. He has participated on many research committees in the snow and ice arena. One of these committees was dedicated to developing specifications for an automated bridge spray systems. This resulted in Wayne’s direct involvement with the Federal Highway Administration (FHWA), Transportation Research Board (TRB), American Association of State Highway Transportation Officials (AASHTO), and the Highway Innovative Technology Evaluation Center (HITEC) in all areas of winter highway maintenance. Wayne was the lead state representative to the FHWA responsible for training the State Department of Transportation in anti-icing and the use of Road Weather Information Systems (RWIS). He later became the AASHTO task force chair for the Snow & Ice sub-committee. While working with these groups Wayne helped to develop specifications for Fixed Automatic Spray Technology (FAST) systems and set on the HITEC evaluation panel for the Freeze Free systems.

Randy Kline, ESI Spray Service & Install
Randy Kline is the newest member of the ESI Spray™ team having commenced work for EnviroTech Services, Inc. in June of 2009. Randy is primarily responsible for service and installations as the resident Field Engineer. Randy’s work experience began in the telecommunications field where he did fiber optic fusion splicing. This soon progressed to supervision of an installation crew putting in Ethernet and coaxial cable networks. In the year 2000 Randy went to work for Boschung Company and later in 2002 with Boschung America being factory trained at the parent company’s factory in Switzerland. From 2000 through 2009, Randy worked nationwide on Boschung’s Fixed Automatic Spray Technology (FAST) and road weather information (RWIS) systems. Randy was directly involved in the installation of over fifteen new FAST systems, including to this date, the largest still in North America. Randy was titled the Anti-Icing Superintendant on the I-35W Mississippi river bridge project.
Since coming to work for ESI Randy has been instrumental in helping to develop ESI’s Mini Spray Systems as well as other product improvements. His experience allows him to come up with creative solutions for any design challenge. His main tasks include the servicing and upgrading existing installations.
